Program Summary –
The FAA Program is a service in which
the Scouts will install a flag on customer’s front lawns on six holidays per
year. The customer will pay a
subscription rate of $30 per year for this service. The Scouts will have an opportunity to earn
money for their Scout account in two ways.
First by signing up new customers and second by actually setting up and
removing the flags on the specific holidays.
Flags will be presented in a uniform place on each customer’s lawn such
that the street will be lined with flags.
Please Note: The
Scout who signs up a new customer is responsible to ensure that a flag is
displayed on his subscriber’s (customer’s) lawn on the appropriate holidays.

2.2.
Subscription Fee – $30 annual fee.
Checks should be made payable to Troop 209.
This fee will be collected at the time the customer signs up
for the program. The subscription will
be for a calendar year, starting at subscription date (not the next flag
date). Each Scout will be responsible to
renew subscriptions as appropriate.
2.3.
Subscription
Allocation will be allocated in the following
manner:
$10 Troop – This will be used to repay funds used to
purchase the flags and related equipment as well as fund future Troop 209
activities.
$20 Scout Sales -
This amount will be credited to the Scout that signs up the
customer. This amount is credited when
the subscription fee is turned in to the Troop Treasurer.
The sales commission for unsolicited subscriptions will be
credited to the Troop. These unsolicited subscriptions will be assigned to a
Scout living in the nearby area
2.4.
Sales Brochures - A brochure describing the program has been designed and
printed by the Troop. Scouts will use
this brochure to describe the program and to sign up customers. The customer information in the brochure
will be filled out and returned to the Troop by the responsible Scout.
The Troop Treasurer or the Flag Committee Chairperson will
accept the completed subscription form.
Customer information will be confidential and will not be
distributed to outside parties. At
times, Troop 209 will discuss flag subscriber distribution with other area
Troops to ensure our customers are properly served.
2.5.
Program Area – Each Troop 209 Scout will be responsible and accountable
for setting and removing the flag six times per year at each customer’s
home. As such, the Scout (and the
Scout’s parents) must ensure that the subscribers are located in their general
local area. The Scout selling a flag
subscription will service the customer.
You are cautioned to sell subscription to homeowner that is close to
your home.
2.6.
Scout Obligations – The Scout that signs up the new customer will insure that
the flag is properly displayed on the appropriate Holidays.
2.6.1.
The Scout agrees to :

Sign up new customer.
2.6.3.
Submit customer information to the Flag
Committee Chairperson.
2.6.4.
Submit subscriber funds to Troop
Treasurer.
2.6.5.
Install flag holder in customer’s
lawn. This requires using the Troop
holder tool that will create a hole in the lawn for inserting a PVC
sleeve. This sleeve will securely hold
the flagpole when inserted.
Initial setup will be performed by the current Troop
procedure. This procedure is available
from the Flag Committee. An adult will
be present and, if possible, the Customer should be present when the holder is
installed.
2.6.6.
Set up and remove the flag on the
appropriate contracted holidays.
If the Scout is unable to set up or to remove the flag, he
must find an appropriate substitute individual to act in his absence.
2.6.7.
Display the flag on customer’s front
lawn by
2.6.8.
The Flag Committee will presume that
the responsible Scout has performed his duty and has earned the allocated funds
unless otherwise instructed.
The Flag Committee will monitor each Scout’s performance and
will take appropriate action to ensure the highest quality service is provided
by Troop 209.
2.6.9.
Store his customers’ flags at the
Scout’s home.
Each Scout will keep the flags for his customers. Flags should be rolled up (on the flagpole)
and appropriately stored to maintain the appearance of the flag. The Flag Committee will have additional flag
materials as required.
2.6.10.
Represent Troop 209 and Boy Scout
Organization in a proper and acceptable manner.
2.6.11.
Properly care for and display the
American Flag.
3. Troop
209 Responsibility
3.1.1.
Purchase initial flags and other
materials needed for flag display.
3.1.2.
Maintain spare flag inventory.
3.1.3.
Maintain Master Database of flag
customers. This will include customer
name and address, responsible Scout, subscription renewal date.
3.1.4.
Provide flag stand maker to be used for
initial hole.
3.1.5.
Appoint a Flag Committee to provide
Troop oversight and assistance.
3.2.
Problem Resolution –
3.2.1.
Flag Committee. A member committee will be available to
resolve any conflicts that may arise.

4.1.
Scouting Rules –It is important that the flags are properly displayed and
cared for at all times.
4.1.1.
Flags should be flown only during
daylight hours.
4.1.2.
Flags should be installed in the
holders so the poles are perpendicular to the ground.
4.1.3.
The flags should not touch the ground.
4.1.4.
The flags should be clean and kept in
good condition. When a flag becomes
unusable, the flag will be retired by Troop 209.
5.1.
Coordination with
Other Troops –
Scout Troops have operated similar flag programs for several
years. Troop 209’s program and
procedures are closely tied to area Troops.
In fact, the flag subscriptions by several Troops may coexist in a particular
community.
In general, subscription rates and flag display days are
coordinated to ensure a consistent program is presented to the community.
Please keep in mind that many of your neighbors may have already subscribed to
another Troop’s flag program.

Additional Flag
Opportunities
In addition to the residential customer, the flag committee
is currently investigating other potential areas in which to display Troop 209
flags.
6.1.
Separate from the annual subscription
fees collected from the customers, the Troop has solicited financial support
from local businesses to assist with purchasing the flags and other
supplies. In return for this financial
support, these organizations will be acknowledged in the sales brochure.

know of an interested party.
